[TECHS] updated HTML technique and tests for acronym

I have updated the HTML technique and created tests for the acronym 
element.  This technique will have the same issue that Yvette has already 
raised concerning using the acronym tag after a named anchor.  I don't 
have time to update at the moment so am sending this as a draft.  The 
technique file and test file are both attached.
