Re: draft - Guide for Guideline 3.1 L3 SC3

I have updated the Guide for Guideline 3.1 L3 SC3 based on conversations 
at the September 22 WCAG working group meeting. I have added a definition 
for "expanded form" in the key terms section.  This in response to 
Christophe's comments that in some cases the meaning of the abbreviation 
is more appropriate than the literal expansion. 

Christophe has also asked that the following two notes be added to the 
Success Criterion.

Note: If the expanded form of an abbreviation and acronym is not in the 
same language as the delivery unit, a translation may be provided instead.
   Examples: cf (conferatur): compare; q.v. (quod vide): which see.

Note: If the expanded form of an abbreviation or acronym is no longer 
relevant, it is not necessary to provide it.
   Examples: SIL no longer stands for "Summer Institute of Linguistics"; 
IMS no longer stands for "Instructional Management Systems" 

Questions:
1) Is the addition of "expanded form" to the key terms section of the 
guide to GL 3.1 L3 SC3 acceptable?
2) Do we want to propose adding these two notes to the success criteria? 
If not, is there a place where this information can be added to the Guide? 

3) If we want to include the note information, can someone provide better 
examples for expanded forms no longer being relevant?  SIL and IMS do not 
mean anything to me.
