The buttons SUBMIT and SAVE BUT LEAVE OPEN   buttons on the edit screen have
been reversed.  

This should solve the problem of items being falsely submitted as proposals
if the enter key was hit -- that several of you have asked to have fixed.  

Now you must press "proposal" button to propose things.  The enter key now
just saves it as open.

I have inverted the order of the buttons which hopefully should have the
desired effect.
