1.2 issue

Hi all,
 
Gregg asked me to do another summary for 1.2 open issue to aid the wg
close them.  So, here it is.  For the purpose of techniques work, my
previous summary is still applicable.

1534 suggests to use Stevie Wonder's site as example for providing
lyrics.  Some concern over using copyrighted material.  Techniques work
should remove this issue.
 <BLOCKED::http://trace.wisc.edu/bugzilla_wcag/show_bug.cgi?id=1603>
1603 suggests techniques to create caption for real time material is
identical to that of pre-recorded material.  Techniques work should
remove this issue.
 <BLOCKED::http://trace.wisc.edu/bugzilla_wcag/show_bug.cgi?id=1604>
1604 refers to use of upper case for caption of tutorial.  Techniques
work should remvoe this issue.
 <BLOCKED::http://trace.wisc.edu/bugzilla_wcag/show_bug.cgi?id=1627>
1627 suggests sc 1.2.4 was written with assumption of "universal sign
language".  Techniques doc or modification of how to meet doc should
remove this issue.
Recommend all above issues to be kept open until techniques work address
the concerns.  May be closed upon completion of 1.2 techniques

1729 suggests to add text transcript at L1 because caption may be too
small and insufficient.  May add more technique if wg decide to add to
sc.

1732 suggests to change wording of "who benefit".  "Who Benefits from
Guideline 1.2: Both sentences should include " and transcripts" at the
end. Otherwise the benefits of transcripts are not made clear." May
affect techniques and how to meet doc.

1765 debates that text transcript should be an option.  Outcome of the

1815 suggests that 1.2.1 should provide collated transcript.  Similar to

1765.  Outcome of the debate may affect sc, how to, and techniques docs.

1601 suggests to make "captions or transcript" L1 and "captions and
transcript" L2.

1602 suggests to make "audio description or transcript" L1 and "audio
description and transcript" L2.

suggests to move 1.2.1 and 1.2.2 from L1 to L2 but add transcript in L1.
This issue overlap in level discussion.
Recommend all above issue be listed for survey to determine if
transcript should be added in sc.  If so, wg should also decide which
level to add transcript and if transcript is an option for captions or
audio description.  Upon consensus, above issues can be closed.
Otherwise all to stay open.

1841 suggests to remove the term multimedia as it is too vague.  Outcome
of the debate may affect sc, how to, and techniques docs.
Recommend to close with explanation that the proposed change would cause
confusion between 1.2 and 1.1.  Subject to wg consensus.

1152 asks for exception or phase-in for multimedia.  Not likely to lead
to change in SC.
Recommend to close with explanation that it is an compliance or
legislation concern, but not a WCAG issue.

incomprehensible.  Clarification needed.
Recommend to keep open.

1862 suggests to expand the term multimedia from audio and video to
tactile and other sensories.  
Recommend to close with explanation that availability of tactile info
over the web is limited in the near future.

1803 suggests that captions are more important than audio description.
Recommend to close with explanation that captions and audio description
benefit people with disabilities other than visually impaired.
 
The following issues are all related to level change.  These are old
discussions and old arguments.  We either close them or discuss again.
Additional discussion will unlikely to yield new consensus.  Recommend
to close all below.

1816 says, "We want you to keep 1.2.2 to "Audio descriptions of video
are provided for pre-recorded multimedia". Then it is possible to listen
to the text, either the whole or just the one about what is happening,
that is provided in 1.2.1 perhaps in another language than the original.
The discussed change in the editorial note does not make it easier to
get what is needed."

1824 says. "I think it is a good idea to change to this version as it
should encourage at least a minimal level of accessibility vs. people
not trying at all. Same for 1.2.2".  Don't understand why this is still
an open issue.
