Re: CFC, move ACT Rules Format out of Candidate Recommendation

A few more comments:

For Implementations Report:

Forget what I wrote about “C1 - Background sections in rules do still not conform to ACT Rules Format” – I can see that the requirement about specififying the relationship to the background links has been taken out of the ACT Rules Format, so the rules *do* conform already.

However, I do have a few more comments for the C1 section in the exit criteria after reading through the latest editor’s draft of the ACT Rules Format:

  * In 4.12 Glossary it says, “The glossary MUST contain the outcome<https://w3c.github.io/wcag-act/act-rules-format.html#outcome> definition”. The ACT-R Rules don’t have the outcome definition listed in their glossary section.
  * In 4.1 Rule Identifier it says that “each new release of an ACT Rule MUST be versioned with either a date or a number”. Is it enough here that the end-point of the Changelog for the ACT-R rules have a date listed, so the version can be inferred from the changelog, or should the rule itself have a date/version?
  * In the ACT Rules Format section 4.4 is called “Accessibility Requirements Mapping”. In the ACT-R rules the same thing is called “Accessibility Requirements”. Is this something we ought to fix?

For ACT Rules Format:
In the ACT Rules Format draft (https://w3c.github.io/wcag-act/act-rules-format.html) the styling is off in example 13 (in 4.6.2. Applicability for Composite Rules) for the heading “Combined Applicability” – and then the example styling continues for the rest of the document.

A bit delayed, sorry about that, but here are my comments for the implementation report:

  * Summary - ARIA rule links to button rule, not ARIA rule
  * Summary - could rules be listed alphabetically? Or with some sort of other logic?
  * Summary - “review process” links to a blank page
  * C1 - Background sections in rules do still not conform to ACT Rules Format
  * C4 - Aria rule links to button rule
  * C4 - None of the rules appear to be satisfying tests
  * C9 - impossible to know which composite rule the atomic rule is part of - can we link to it from the C9 section?
  * C13 - keyboard rule - I would argue that the assumptions are not exceptions in this case, but interpretation, and should go into C14 if anything
  * C18 - a bit unclear whether internal/external definitions are counted. Can we clarify that in the heading or a note on the section? I just started out counting Glossary terms, and got quite confused about the “more than one” requirement. Especially for the composite rule.
  * C19 - Issues list - WHERE? I can’t find it on any of the listed rules.
  * C24 - when following link, Qualweb is missing, but RGAA is listed
  * C25 - when following the link, Alfa is not listed
  * C26 - when following the link, Trusted Tester is not listed

Since we are talking about leaving CR phase, I have read it as I would read a final document, not something that is work in progress. Not sure, if this was the intention, though.

Hey everyone,

The ACT Task Force has processing all the feedback we received during the CR review period. A new draft has been created that shows all of the changes. We have also collected all of the information we think necessary to meet the exit criteria. The next step will be to propose leaving candidate recommendation to the Accessibility Guidelines Working Group.

Please let us know if you have any concerns going forward with this step. This call for consensus ends on Wednesday July 10th.

You can find the editors draft here:
