We are getting very close to publishing, and it's time to weigh in on
incorporating the latest PR changes and publishing. We discussed pull
request 328 during the 14 February call and I believe we have addressed all
of the comments with some additional changes added to the PR. Therefore,
this survey will have you take one last look at PR 328 to agree to merge
it. The survey also calls for a a review of the spec and CFC to publish as
a Candidate Recommendation. Agreement will launch it on it's way to the AG
working group to review and vote on publishing as a CR.

This will allow the editors time to look at any comments and have responses
prepared for our Thursday meeting.
