Mobile Note Status @draft-update

Hi everyone,

so in summary Bim (thanks Bim) has sent us comments on the mobile note, not too many and 
which should not alter our intentions too much. I expect there is about half a days work 
to move these through, and answer the questions directly. Some changes we may not directly 
accept, but I'd hope to discuss why in the meeting related to the note and in the 
responses to the changes document.

Regarding timeliness, I'd hope to get this completed at the latest by the 01st August, but 
if possible I'm trying to be within the next two weeks before I leave on vacation (this 
may not be possible).

Once complete, I'd hope to be able to push this out as a public draft immediately after 
the group has discussed the changes and agreed, I wouldn't expect to go back through 
another full internal review.
