Dear Group,

Please find a complete Editor Draft that resolves all open issues from 
previous discussions. It now needs formal approval by the WG in order to 
transition the document to a "First Public Working Draft". Please review 
the draft and confirm your approval for publication or let us know if 
you have any comments.
