[updated] Mobile Accessibility symposium page

Dear RDWG,

I've updated the Mobile Accessibility symposium page and prepared the 
registration form per this week's discussion, feedback is welcome:

Reminder: registration will open on Monday and RDWG participants will 
also need to register if you want to attend the online symposium.

Side note: the papers are published in the same design/format as the 
previous symposium until we finalize the new design in the next weeks.
