Information on "randomness" (not sure if this is specifically what we're after for our purposes or not):

#4. How have we decided what random is?
Question from last weeks telco (http://www.w3.org/2014/05/15-eval-minutes.html) We discussed comment 23 in our last telco: should we skew the sample towards frequently visited or used pages? We decided that this could be indicated for the structured sample, but is not meant for the random sample. The random sample has to be random.

Do we want to reopen that discussion?
