changes to 3.4.2 Step 4.b: Use WCAG 2.0 Techniques Where Possible (Optional)

Dear Eval TF,

Please find attached the final version of section 3.4.2 Step 4.b after 
Eval TF and WCAG WG teleconference calls on 13 September 2012.

The attached file shows the changes made from the current 10 September 
Editor Draft:

These are the changes made after yesterday's Eval TF call:

#1. Added "And you can use any techniques that meet the success 
criteria, whether they are documented yet by the WCAC WG or not" to the 
end of the 1st paragraph ("Reminder") for more clarity;

#2. Changed "A WCAG 2.0 Success Criterion is likely met on a web page 
when..." to "A WCAG 2.0 Success Criterion is met on a web page when..." 
and "A WCAG 2.0 Success Criterion is likely not met on a web page 
when..." to "A WCAG 2.0 Success Criterion is not met on a web page when" 
(removed "likely" in each sentence to be less vague);

#3. Changes "WCAG 2.0 techniques and failures are not exhaustive and 
cannot cover every possible situation" back to "WCAG 2.0 techniques and 
failures are not exhaustive as they cannot cover every possible 
situation" (changed "and" to "as they" to be more explanatory);
