WCAG EM and M376/D4

Hi Shadi, Eric,

while reading through the documents of M376 where WCAG-EM is mentioned I
wondered wether the mentioned ISOs in document D4: Draft TR "Guidance for
the application of conformity assessment to European accessibility
requirements for public procurement of ICT products and services" are
binding for WCAG-EM? 

Could you explain the relationship or relevance of WCAG-EM in the light of
the M376-documents and the relevance of the mentioned EN 45011 and ISO/IEC
17020 for our work or for short: must WCAG-EM be conform/compliant with
mentioned standards in D4?
