Currently the Methodology requires a "minimum set of web browsers and assistive technology" to be defined but there is little guidance on how to do so in a particular situation.

Can we provide more guidance without going beyond what is currently provided in Understanding WCAG 2.0 <http://www.w3.org/TR/UNDERSTANDING-WCAG20/conformance.html#uc-support-level-head>?
