But the very same evaluation can be done in both cases and for different 
reasons :
1. go/ no go compliance,
2. measuring the job done on the acesibility path, from time to time, 
comparing two projects...

The project manager may be very interested by the #2 during the wole 
development cycle and then only by the #1 at the end.

Sorry, but no : theorically, you can't say that; but by  experience, you 
surely cannot say it.  ;-)

The hardest, biggest and tricky bugs are alway pushed in front of the 
development project and even some cannot or won't be corrected fo 
whatever reason...
