Comments on the Draft Evaluation and Repair Tools Working Group (ERT WG) Charter

I think it is a great idea to develop normalized rules for WCAG 2.0 Compliance as part of the Evaluation and Repair Tools Working Group (ERT WG) Charter.

http://www.w3.org/WAI/ER/2015/draft-charter-3

Based on the work of the OpenAjax Accessibility Task Force the past 4 years working these are some of the issues I think should be clarified if this goal is going to be achieved.

1. Technologies for which rules will be developed are specified, right now the OpenAjax group has defined two rulesets:

a. HTML4 techniques with optional use of ARIA and HTML5 (this is considered more a repair oriented ruleset)

b. ARIA and HTML5 techniques (this is considered more of a design oriented ruleset)

c. See this link for a comparison of the latest rules: http://fae20-dev.cita.illinois.edu/rulesets/sc/

d. This should be part of the charter, and the charter should consider including evaluating SVG, it is something the OpenAjax group will be including in the next year

2. Testcases

a. I believe the rules need strong test cases for each rule

b. Test cases should be a more prominent deliverable of the charter, because that will determine if the rules are viable and support interoperability

c. See OpenAjax Evaluation library test suite as an example: https://svn.code.sf.net/p/openajaxallianc/code/accessrules/version-2/trunk/testsuite/rules/
