final WCAG-EM Editor Draft for publication approval

Dear WCAG WG, ERT WG,

Thank you for your comments on the previous Editor Draft.

We received a total of 46 comments, most of which were just editorial. 
There were no substantial comments but 3 comments from 2 participants 
that required to be addressed before publication. The most significant 
edits were made to the following sections:
  - Combined Expertise
  - Step 3.b: Include a Randomly Selected Sample
  - WCAG 2.0 Success Criteria
  - Step 5.d: Provide an Aggregated Score (Optional)

We now think this document is ready for publication approval.
