RE: [for review] updated draft AERT

Dear ERT WG,

Just a couple of styling comments regarding the latest editor's draft. I
understand the document is mature enough to have a first public release.

1. I've noticed some modal verbs have been changed, but I cannot see a
pattern. I know modal verbs are used in this document with its plain-English
meaning, instead of the sense defined by RFC 2119 (the capitalized,
standard-meaning versions such as MUST, SHOULD, MAY, etc.) Nonetheless, I
understand there is a rationale behind using "can", "could", "may", or
"should", however I am not sure if it is consistently followed throughout
the document.

2. Most of the document uses an active tone, directly addressing the reader,
using a second-person style. However, there are also several sentences that
use passive constructions (e.g. "feature X must be declared by the tool"
instead of "your tool must declare feature X").
