What Does a URI Identify?

While looking up the definition of "Information Resource" by the W3C 
Technical Architecture Group (TAG) [1], I stumbled over the above draft 
TAG-finding. This relates directly to the EARL Content Class which we 
will need to revise in the coming period. Please make sure to at least 
skim this finding and compare it back to the issues list for the EARL 
Content Class:
