extending the experimental HTTP namespace

Hi group,

during the F2F, I took an action item to extend the experimental HTTP 
namespace at <http://www.w3.org/1999/xx/http> and document some stuff 
that may be necessary for EARL. Here is a proposal for the first part.

Find attached
* the RDF schema (http.rdfs)
* a test file using the new classes and properties (test2.rdf)

Any comments?
