I modified your original document so it has associated labels. The 'label' 
elements surround the 'a' elements.

If you run the document through the W3C validator, it passes. The validator 
states that it is valid XHTML 1.0 Strict.

I'm not sure how browsers handle this but, as it is valid code, they should 
be able to handle it.
