Draft minutes 18 November 2008

Here's a recap of what we decided to do with test samples that have 
already been surveyed [1] (i.e. after WCAG 2.0 CR, but before WCAG 2.0 PR):
(1) test samples on which the task force had already voted (001-004, 016, 018):
   - check if references to techniques are still valid (note: there 
is a diff-marked version of the Techniques document [2])
   - check if changes made after 30 September telecon are OK [3].
   If there are no issues,
     then the test sample can move to "holding" status;
   else,
     the test sample needs to be sent back and modified.

(2) test samples on which the task force has not voted yet (019, 026, 
030, 036, 037, 042; 041 was rejected):
   - check if references to techniques are still valid.
   If there are no issues,
     then the test sample can be discussed in our next telecon for a 
TF decision;
   else,
     the test sample needs to be sent back and modified.
