level name convention for recent WCAG 2.0 drafts

I had an action item to change the XSLT that generates HTML views of 
the metadata, the overview table and the rulesets so that the 
A-double A-triple A convention is used when referring to the WCAG 2.0 
working drafts from May and December 2007.
This change is now visible in the HTML view of the metadata (see 
It will also become visible in the HTML view of the rulesets (see 
<http://bentoweb.org/refs/rulesets.html>) when Carlos uploads the 
newest version to the BenToWeb site.
