In general, when a test case is intended to address multiple 
techniques, we create multiple technique elements. (For an example, 
see the second example at 
<http://bentoweb.org/refs/TCDL2.0.html#linking-locations-techniques>.) 
This is often necessary when Understanding WCAG 2.0 says something 
like Gxx: Providing..., using one of the following techniques ... 
(i.e. a general technique + a more specific technique).
sc1.2.7_l3_003 appears to be an example of this, so I would create 
technique elements for both G58 and G69.
