Please see the section called "About this Tools List" on the overview 
page of the W3C List of Web Accessibility Evaluation Tools:

You will find the following online form about submitting information on 
evaluation tools. You can also use this form to update the information 
about your tools at any time:
  - <http://www.w3.org/WAI/ER/tools/submission>
