The terms and conditions of the latest version of the Web Accessibility
Toolbar state:

"You may use the Web Accessibility Toolbar Software (the "Software") for
your personal or commercial use to help you determine the accessibility of
your Web content."

If commercial entities contact us to ask for permission to use any of the
WAT-C software, we always grant permission, but we do suggest that they make
a voluntary donation to support further development.
