It will be impossible to define criteria for "reliable". Remember that many tools, especially open source projects, are under continuous development and may never be released for production as such. Still, they may be good resources for other developers and researchers etc to look at and learn from, or even for other organizations to pick up and improve or incorporate into other products. HTML Tidy is a good example of such tools.

Note that the tools database serves multiple audience, not only customers looking to purchase ready tools. We also agreed that we expect the end-user of the tools database to do some due-diligence on their part of how well the tools really meet their requirements. The role of the tools list is mainly to reduce the amount of potential candidates that the users need to evaluate.
