Actually the suite of documents we're working on in EOWG does not 
include one with a title like "What Conformance Levels Promise Users."

It's likely that Liam's will form the basis for such an entity, which is 
clearly important, even necessary. Of course it should be at the 
informality level evidenced in the "RecTrack" paper.
