rough comments on visual design

Below are a few quick notes on navigation design, mostly from the EOWG discussion.
Very sorry they are late & rough (my day did not go as planned & I'm exhausted).

* neither worked well. maybe not need in addition to background shading (sidenote: would need non-color coding option, which coul dbe "invisible" img or such)

take-aways for current WAI design issues:
* some like horizontal line separating items; however, at all levels is too visually complex
* like that horixontal lines don;t go all the ay across and on the left have the same indentation (EXCEPT under "About W3C" and "About W3C Membership" should go all the way left under the word)
