Observations :
- If one tabs to the links in the list A, B,C etc then the A, B, C etc are not announced and one might not be aware of their structure . If one arrows down then they are spoken. Of course if one tabs through them then the start or end of list too are not announced. I do not think one needs to do anything about it. Just wanted you to be aware.

Another thought:
Consider replacing the plus (and minus)in the alt with expand / collapse. Even new visitors or those not accustomed to a menu interface in a Web page might  expect something as expand and collapse are  action words.
Going back to my earlier comment about target of skip to content link: That should take focus to the h1 tag. Then there is a need for a "skip to secondary navigation link"  that takes focus to the links in the list numbered A, B, ...
