updated format on working group home pages

Status:
- several WSTF & WAI Team responded to the approval request below, some
have not
- based on replies, I made the following changes:
* changed "Announcements & Meetings" to "Announcements and Meetings"
[per Blossom]
* removed <h3>Announcements [per Matt]

left for later discussion in WSTF:
