Before / After Concept -for discussion

Dear BAD TF,

For discussion in tomorrow's meeting, please find a draft concept for the Before / After site:

Overall Requirements:
 * Content must not be offending (culturally, to an industry, ...)
 * Content must be differentiatable from other W3C work
 * Before / After sites should look the same visually
 * Site should resemble a commercial (for-profit) site
 * Content should be a good example for disability advocates

There were several ideas that have been discussed lately. The latest by Pasquale who was proposing public organization like city or a school. This idea has evolved to a city portal that offers information about local news and events.

Now, we need to supplement this idea with more detail and content. Specifically, the following things need to be thought out:
 * Name for the city portal
 * features on the home page
 * purpose of the form page
 * information in the data page
