Approved Process 2015 Change that was not made in the Proposed 2015 Process Document

All,
In reviewing topics for Process 2016, I happened to note that the change described in
  https://lists.w3.org/Archives/Public/public-w3process/2015Apr/0114.html
to allow editorial changes to be made without AC Review had not been made in the Proposed Process that just completed its Review ballot.

This change should be immediately made to the Draft Process 2016 Editor's draft.

Till then we must keep the relevant Issues "pending review".
