I am pretty sure that the person that raised the issue forgot to set the "Who" when raising the issue and, because you are the first one in the list of people who could raise the issue, you were selected by default. Having recently raised issues, I noticed this.

I'm not sure how my name got into the "Raised by" here, but I don't recall raising an issue of this form, nor have I done anything in the tracker related to such an issue.
