I don't understand.  No one is suggesting blocking updates.

It might make sense to have a new CG for changes to the PP, but since 
one does not exist and the AB wants to look at this issue, this seems 
like the best tracker for the moment for this issue.  I'm not sure why 
it says [Process Document], however, it probably should say [Patent Policy].
