Good questions. Actually we don't do anything as formal as Robert's Rules.
Community Groups follow the W3C Community Group Process
https://www.w3.org/community/about/agreements/#community-process, which has
a special process for  choosing chairs (group members nominate chairs until
there is a chair, and then the chair(s) can add additional chairs if
necessary). For making most decisions, like deciding to publish something,
W3C groups operate by consensus. Voting is unusual but can happen if the
group can't reach consensus for some reason.

They are Brian Susko (True Image Interactive), Marco Kerwitz (4Com GmbH & Co
Kg) and myself (Conversational Technologies). We will probably divide up the
work in terms of different technical areas that we want to move forward
with.
