Did you look at the results of
http://lov.okfn.org/dataset/lov/search/#s=proceeding ?
Also http://lov.okfn.org/dataset/lov/details/vocabularySpace_Government.htmlprovides
a certain number of vocabularies dealing with Parliament
organization etc.
