Quick hello to new standards task force

Hi all,

I hope you are all well. Here's a quick update:

* The proposal is pretty stable:

   I made some edits to the section on "community building" today. I  
welcome your comment on that section:
   http://www.w3.org/2010/07/community#community

   It is, perhaps, too process-oriented. It is also the least  
developed part of the proposal, even if community building is an  
important part of this effort.

  * On 20 September I will meet with the other task force heads.  
Shortly after that meeting I expect the proposal will be "near final"  
for presentation to the Advisory Committee the first week of November.

  * Meanwhile, I am working with the PSIG on the question of the IPR  
commitments for Community Group participants (and transition to the  
Standards track). They will be reviewing a concrete proposal this  
week, and will discuss by phone on 22 September. I expect to come back  
to this task force with a fleshed out proposal shortly thereafter.

  * Right now there is no next teleconference for the task force. I  
may try to convene one after 22 September (for any significant changes  
that are requested).
