re: Comments on FPWD of scope and use cases

Rich, thank you for your comments. I apoligize for the delay in 
responding. Yours were the first, and we're just fleshing out our process 
for formally addressing issues now. 

We're using Tracker to create the Issues raised from public comment, and 
to track and view the discussion threads and resolutions.
