TV Control specifically, we would suggest a liaison with the WebRTC

Checking the archives of the TV Control Community Group, I note that 
the CG got in touch with the WebRTC group back in June 2015 to wonder 
about buffering of streams before it created the `TVMediaStream` 
interface:

Note also some of the discussions the TV Control WG has had recently, 
e.g. around the overlap between the notion of media "zone" and the 
Audio Output Devices API:
