I appreciate the goal of trying to get to a conclusion on this.

This is a definition of a _description_ - adopting it would mean that we
could make ³Applies to² informative everywhere it appears, but that is not
the purpose of the row in the table; rather it is a _specification_.

I thought we already agreed to use the CSS definition.
