In particular, this year, given our current attendance, the next change is:

Europe changes on Sunday 28 October
USA changes on Sunday 4 November
Philippines, Japan and China has no DST in 2018

This means that Thursday 1st November would be in DST in Europe but not in USA. Coincidentally there are regrets for this date from Nigel, and it is the week after TPAC. Options are:

  1.  Cancel our meeting on 1st November
  2.  Use UTC 1500 for 1st November, which would be 1 hour later than normal in USA but the same time as normal in Europe
  3.  Use UTC 1400 for 1st November, which would be 1 hour earlier than normal in Europe but the same time as normal in USA

For meetings beginning 8th November I propose to move to UTC 1500 which is the same time as usual when not in DST.

Call for Consensus to publish CR2 sent July 17th: https://lists.w3.org/Archives/Public/public-tt/2018Jul/0115.html and will have ended by the time of the meeting, so we will need to request the transition to CR2.
