TTWG Charter, HTML wording

The new TTWG charter is available at
https://w3c.github.io/charter-drafts/timed-text-charter-2016.html

During the last TTWG call we agreed that you would send your statement 
about the HTML WG relation/coordination.

If you want to add it, please send your wording ASAP, we should discuss 
it during our next Call this Thursday.

The TTWG must be frozen next tuesday, to be presented to W3M.
