Nigel,

I have discussed the Licence issue with PlH.

If we want to allow to have different licence on a document by document 
basis, we would have to change the wording in the currentcharter to make 
it possible.
This would allow to have a licence for let say WebVTT and a different 
one for let say TTML.

The copyright is only required for TR documents.
