[IMSC] Changes to IMSC 1 CR timeline

Following discussion between staff, editor and chair, and to ensure that we can demonstrate that the general public has had the opportunity to review, we have decided to delay the transition to Candidate Recommendation of IMSC 1, and to publish a new Working Draft in the TR
space.

The new timeline is as follows:
September 29: Prepare a new WD*.
September 30: Publish new WD in TR with a 4 week review period; write as needed to W3C groups, W3C chairs and external groups informing them of the WD; W3C Comms team to publish notices.
October 2 TTWG meeting: Formally verify consensus to publish WD as CR (a documented resolution is needed for the transition).
October 16: Provisional period for resolution ends as per our Decision Process (assuming resolution agreed on Oct 2).
October 27: 4 week review period ends.
October 27-31: TPAC (no publications permitted).
As soon as possible after TPAC: meet with Director to request transition to CR**.
E.g. November 6 (to be confirmed): publish CR.

*The new WD will be edited to include the review period, state that we expect this version to be stable, and encourage all comers to send review comments to public-tt@w3.org<mailto:public-tt@w3.org> subject prefixed [IMSC].


**During the review period the CR version will be prepared including all the necessary info (Implementation review period minimum 4 weeks, exit criteria, initial testsuite, etc.)

Since the group already had consensus (not formally recorded) to move to CR, we do not expect this delay and intermediate publication to be contentious.
