I'm not sure how this would be different to simply asserting tts:color on the region? 
Furthermore I think we should perhaps be considering applicative stylesheets in the manner of CSS for these kinds of defaults.

At present, the initial value of color is implementation dependent. However, an author may prefer to specify a definite color for this purpose. To specify this, a ttp:initialColor parameter could be defined, e.g., 

<tt:tt ttp:initialColor="yellow"/>

Like other ttp: parameters, this parameter would apply only to tt:tt (root element).
