Makes sense.  In addition, the alternative change (remove it from set) would not be backwards compatible.

The break (<br/>) element does not specify that timing attributes are used; however, it does permit <set/> children which introduce timing. This seems inconsistent. It would probably be best to allow it to be independently timed like all other content element vocabulary.
