RE: schema publication

This is a bit of a general W3C issue, but applies to TTML...

It's becoming increasingly useful to have an authoritative schemaLocation for authoritative schemas like TTML.

Is there a reason the TTML schema is published as a zip file rather than an XSD that can be referenced in a document? The schema tools I use can't unwrap a ZIP file (although perhaps they should). Would it be possible to publish the xsd files on w3.org somewhere?

And also, is there an official schemaLocation for xml.xsd?  Common practice seems to be to make a copy part of one's schema (as TTML does), but that seems odd to me since none would be authoritative.  I've started using: http://www.w3.org/2001/03/xml.xsd but I'm not sure that's best/right.
