   glenn: yes, smpte timebase was intended to be marker mode
   irrespective of value of ttp:markerMode value

   sean: if intent was that smpte/continuous is intended to be
   marker mode, then we need to clarify spec; if not, then we need
   to remove
   ... suggests that glenn closely read the current spec text,
   then writes a CP to address this issue
   ... will need to deal with the problem that (informative) notes
   in 6.2.6 (ttp:markerMode) seem to be specifying normative
   semantics that should be present in normative text

   ... proposes introducing semantics that endsync behavior is

   support specifying document profile, but suggest this be
   TTML.next action

   mike: most important that intent is clear

   sean: would be reasonable to add more clarifying
   text/examples/etc.
