ACTION-80 PROPOSAL Use Case for Simple Delivery Profile

Here is the draft proposal to close Action-80 (http://www.w3.org/AudioVideo/TT/tracker/actions/80): Add text to describe primary scenario and regional focus in the Abstract. Insert as the 2nd paragraph.

	The Simple Online Delivery profile is focused on streamlined delivery of closed captions on the web.  This interoperability profile supports core TTML features to deliver legacy formats such as 
	CEA-608 and -708 content, and is targeted primarily for delivery in US markets.
