i agree, but are you talking about this as it relates to B.4.2 Reflow Operation (http://www.w3.org/TR/2009/WD-ttaf1-dfxp-20090511/#flowOperationReflow)?  i don't see where the statement below is specified.

dynamicFlow of elements smaller than a block seems to be dependant on a reflow operation that will wrap content, otherwise inline level clear units won’t work satisfactorily.

I suggest the combination of dynamicFlow with wrapOption=’noWrap’ be prohibited or the semantics clarified in the text.
